Nebraska Teacher Licensure Guide for Online Master's Students

Nebraska dropped its Praxis content test for program completers in 2025, now offers reciprocity for out-of-state teaching certificates, and ties its Professional certificate to a master's in a short list of fields. This guide covers all three, NC-SARA and what to ask a school.

Full Reciprocity in 2020

No

Nebraska has changed two of its biggest rules recently. Since June 2025 the Department of Education no longer requires the Praxis content test of program completers, and it now offers reciprocity to holders of a regular out-of-state teaching certificate. A master's still matters, but only in particular fields.

This guide is for people who live in Nebraska and plan to teach, lead or counsel in its schools. It covers the certificates, the testing change, the routes for a program finished elsewhere and what to ask a school. Confirm current rules with the department before you apply.

Who Licenses Teachers in Nebraska, and Which Exams Does It Use?

Nebraska licenses teachers through Nebraska Department of Education, Office of Educator Certification, and the exams it requires are the Praxis tests from ETS.

For the programs themselves, the online master's in education programs at universities in Nebraska are ranked at the in-state price, and the national and specialty lists cover schools in other states.

How Do I Get a Nebraska Teaching License With an Online Master's?

Getting a Nebraska teaching license with an online master's depends on finishing an educator preparation program, because the Initial Teaching Certificate is for applicants who just finished a teacher education program in Nebraska or in another state. It lasts five years, and the application runs through the department's TEACH portal.

Fingerprints are required only if you have lived outside Nebraska in the past five years. The department also asks an out-of-state completer for transcripts, an institutional verification form and proof of two state-mandated training requirements, human relations and special education. Our elementary education and special education rankings do not show which programs qualify.

Does Nebraska Require a Master's Degree for a Professional Teaching Certificate?

Nebraska requires a master's degree for a Professional teaching certificate, and the degree must be in curriculum and instruction, educational technology or the applicant's content area and earned within the past 10 years. The initial-certificate page also names special education. A degree that qualified you for your first Initial certificate cannot be used again.

The department answers a common question directly: a master's in educational leadership may earn an administrative certificate but not a Professional teaching certificate. Applicants also need at least two years of teaching experience, and the certificate lasts 10 years. Choose an online master's in curriculum and instruction or educational technology with that list in mind.

Which Exams Does Nebraska Require for Teacher Certification?

Nebraska requires no Praxis content test for teacher certification from an applicant who completed an educator preparation program, and the department extends that to administrative endorsements. The initial-certificate page dates the change to June 4, 2025.

Praxis has not disappeared. The same page says a content test is still required for the temporary teaching certificate and may be used to add an approved endorsement to a regular certificate, with scheduling through ETS. A classroom teacher who has finished a program therefore faces no exam for the full certificate.

Can I Transfer a Teaching License to Nebraska From Another State?

A teaching license from another state can be transferred to Nebraska, and the department says it now offers reciprocity for a valid, unencumbered, regular certificate earned by completing an educator preparation program. You apply in TEACH, send the certificate, add an employment form if you taught, and get fingerprinted.

Two limits apply. An expired certificate or an alternative program leads to an Alternative Program Teaching Permit, and reciprocity covers teaching certificates only, not administrative ones. Out-of-state teaching experience can move an applicant to Standard or Professional, yet a Professional certificate from elsewhere is not automatically matched, since requirements differ by state.

The 2020 comparison by the Education Commission of the States found no full reciprocity and extra coursework and assessments, which predates this change.

Does NC-SARA Membership Cover Teacher Certification for Nebraska Online Master's Students?

Teacher certification for Nebraska online master's students is not covered by the state's NC-SARA membership, approved in August 2014. NC-SARA says SARA does not address licensing board approval for teacher education programs, so a school's authority to enroll you online is a separate question from NDE's certification decision.

What SARA adds is a duty of notice on participating schools about whether a program meets licensure requirements in your state.

What Should I Ask an Online Program Before Enrolling From Nebraska?

An online program should say in writing, before you enroll from Nebraska, whether its curriculum meets Nebraska requirements. 34 CFR 668.43 requires a school that advertises licensure preparation to disclose the states where it does and does not qualify, and to notify you first when it falls short or made no determination.

Ask the Nebraska questions as well. Does completing the program lead to a regular certificate in its own state? Do the courses cover diversity or multiculturalism in the classroom and the five special education areas the department lists? If you seek the Professional certificate, is the degree in a qualifying field?

Which Certificate Do Nebraska Principals and School Counselors Need?

A Nebraska principal needs a Standard Administrative Certificate, and an out-of-state program must show a master's in educational administration or leadership, or a subject-area master's with added coursework, and meet the 36 graduate credit hours of the endorsement. Holding or qualifying for a standard teaching certificate is also required.

The PK-12 school counselor endorsement asks for a master's in school counseling of at least 36 graduate hours, 100 clock hours of field experience, a 450-hour internship and a teaching certificate or 12 added hours of teacher education. Check an online master's in educational leadership or school counseling against them.
