Rhode Island Teacher Licensure Guide for Online Master's Students

Rhode Island certifies teachers through its Department of Education, sends out-of-state program graduates through reciprocity and waives its tests for educators from 24 states. This guide covers the routes, exams and questions for online master's students living in Rhode Island.

Rhode Island runs a small certification system with a large exception: educators from 24 other states can skip its tests under Interstate Flexibility, while everyone else faces Praxis passing scores that the Department of Education published in September 2025. An online master's from a school elsewhere almost always enters through reciprocity rather than a Rhode Island program.

This guide is for people who live in Rhode Island and plan to work in its public schools. It covers the certificates, the exams, the other-state routes, what NC-SARA settles and what to ask a school. Rules and passing scores change, so confirm each step with the department.

Who Licenses Teachers in Rhode Island, and Which Exams Does It Use?

Rhode Island licenses teachers through Rhode Island Department of Education, and the exams it requires are the Praxis tests from ETS.

For the programs themselves, the online master's in education programs at universities in Rhode Island are ranked at the in-state price, and the national and specialty lists cover schools in other states.

How Do I Get a Rhode Island Teaching License With an Online Master's?

Getting a Rhode Island teaching license with an online master's from a school in another state runs through RIDE's reciprocity pathway, because the approved-program pathway means completing an in-state educator preparation program. Reciprocity covers anyone who completed a state-approved out-of-state program, and the program must lead to a comparable Rhode Island certificate.

RIDE's first full certificate is the Initial certificate, which lasts three years. Moving to the five-year Professional certificate takes 90 professional learning units for an Initial certificate that expires in 2026. Our elementary education and special education rankings cannot tell you whether a program meets that comparability test.

Which Exams Does Rhode Island Require for Teacher Certification?

Rhode Island requires ETS Praxis content exams for teacher certification, and RIDE's chart of tests and passing scores shows the numbers as of September 2025. Elementary classroom teachers pass Elementary Multiple Subjects (7001), made of Teaching Reading (143), Mathematics (157), Social Science (155) and Science (159). An early childhood teacher may take Early Childhood Education: Foundational Knowledge (5533) at 156 instead.

RIDE also announced Praxis Bridge, a training module that earns an alternative passing score for candidates within one standard error of the cut on eligible tests taken on or after November 1, 2025.

Can I Transfer a Teaching License to Rhode Island From Another State?

A teaching license from another state can lead to a Rhode Island certificate, and RIDE names two reciprocity paths: finishing a state-approved program elsewhere, or holding a valid, current, full certificate that lines up with a Rhode Island grade range and content area. Temporary and preliminary certificates are not accepted. Educators who have not yet passed Rhode Island's tests may receive a nonrenewable Temporary Initial certificate for no more than a year.

The page also lists 24 states under Interstate Flexibility, whose educators are exempt from Rhode Island's tests and experience requirements. The 2020 Education Commission of the States comparison recorded no military-spouse route, whereas RIDE now describes federal license portability under the Servicemembers Civil Relief Act for service members and spouses who relocate on military orders.

Can I Use Rhode Island's Credential Review Instead of a Teacher Preparation Program?

Rhode Island's Credential Review lets someone with content knowledge and experience seek a certificate without a full preparation program, and RIDE runs it directly or through consortium institutions: Johnson and Wales University, Rhode Island College, Roger Williams University and the University of Rhode Island. The applicant contacts the institution, receives an individualized review, then decides whether to act on it.

The review waives nothing else: current Rhode Island certification requirements, including the tests, still apply to this pathway.

Which Certificate Do Rhode Island Principals and School Counselors Need?

A Rhode Island principal holds the Building Level Administrator certificate, and RIDE lists an advanced degree from a regionally accredited school, a 300-hour internship, competencies set by RIDE-approved national professional associations and three years of documented PK to 12 experience. The exam is the School Leader Licensure Assessment (6990) at 151.

A school counselor needs an advanced degree, a 300-hour internship, competencies prescribed by CACREP and a passing 159 on School Counselor (5422). Check an online master's in educational leadership or school counseling against those lists.

Does NC-SARA Membership Cover Teacher Certification for Rhode Island Online Master's Students?

NC-SARA membership does not cover teacher certification for Rhode Island online master's students, because SARA does not address licensing board approval of programs. Rhode Island was approved in November 2015 through the New England compact, so participating schools can enroll its residents, but RIDE alone decides who is certified.

SARA does require participating schools to tell students whether a program meets licensure requirements where they live.

What Should I Ask an Online Program Before Enrolling From Rhode Island?

Before enrolling from Rhode Island, ask the online program in writing what it has concluded about Rhode Island. 34 CFR 668.43 directs a school that promotes licensure preparation to name the states where the program does and does not meet requirements, and to give notice before enrollment when it falls short or was not assessed.

Then ask the Rhode Island questions: does the program lead to a state-approved certificate in your content and grade range, will the school write the letter verifying completion that RIDE wants with your transcript, and which Praxis tests does it prepare you for.
