New Mexico Teacher Licensure Guide for Online Master's Students

New Mexico's Public Education Department licenses teachers in three levels and has moved its own preparation programs to a portfolio, while graduates of programs elsewhere still take Praxis. This guide covers the exams, reciprocity, NC-SARA and what to ask a school.

Where you studied changes the test burden in New Mexico. Approved New Mexico programs now certify candidates through a standardized portfolio, and Praxis pathways were removed for their graduates from spring 2024, so a student of an online program based elsewhere may still sit most of the exams.

This guide is for people who live in New Mexico and plan to teach, counsel or lead in its schools. It covers the three license levels, the exams, how an out-of-state license is reciprocated, the limits of NC-SARA and what to ask a school. The Professional Licensure Bureau updates its checklists, so confirm each one before you enroll.

Who Licenses Teachers in New Mexico, and Which Exams Does It Use?

New Mexico licenses teachers through New Mexico Public Education Department, Professional Licensure Bureau, and the exams it requires are the Praxis tests from ETS.

For the programs themselves, the online master's in education programs at universities in New Mexico are ranked at the in-state price, and the national and specialty lists cover schools in other states.

How Do I Get a New Mexico Teaching License With an Online Master's?

A New Mexico teaching license with an online master's begins at Level 1, and for elementary teachers the bureau asks for transcripts of an elementary bachelor's program with 30 semester hours of elementary coursework including student teaching, 6 semester hours in teaching reading and 24 in the teaching field. Holding a valid National Board certificate is the other way in.

Level 1 is only the first of three tiers. Level 2 follows after three full school years with successful evaluations, through National Board certification or micro-credentials, and Level 3-A repeats that step. Verify bureau approval yourself, then use our elementary education and special education rankings to compare cost and size.

Which Exams Does New Mexico Require for Teacher Licensure?

New Mexico requires Praxis exams from teachers who finished a program outside the state, while graduates of approved New Mexico programs from 2024 on take Praxis only for elementary and special education. Elementary candidates pass Teaching Reading: Elementary (5205) under state statute, and special education candidates pass Special Education: Foundational Knowledge.

Someone who completed a program outside New Mexico must pass every assessment required for elementary licensure: Principles of Learning and Teaching K-6 (5622), Elementary Education: Curriculum, Instruction, and Assessment (5017) and the reading exam. ETS runs the Praxis exams.

Can I Transfer a Teaching License to New Mexico From Another State?

A teaching license can be transferred to New Mexico by reciprocating it, and the bureau's checklist asks for a copy of the current out-of-state license, official transcripts showing a bachelor's or master's degree, passing exam scores or a signed letter that none were required, and verified experience. An employer letter lists days taught, since 160 days commonly equals one school year.

Fingerprinting is specific to New Mexico: checks run for a school employer are not accepted. The Education Commission of the States' 2020 comparison lists no full reciprocity by statute for New Mexico, extra assessments for some candidates and Level 1 to 3 placement by experience, so follow the bureau's list.

Does NC-SARA Membership Cover Teacher Licensure for New Mexico Online Master's Students?

NC-SARA membership does not reach teacher licensure for New Mexico online master's students. The state was approved in May 2015, and NC-SARA says SARA does not address licensing board approval for teacher education, so the Public Education Department's own approval of programs is what counts.

Every graduate of another state's program meets the full assessment rule instead. What SARA does require is that participating schools notify students whether a program meets the licensure requirements in the state where they are located.

What Should I Ask an Online Program Before Enrolling From New Mexico?

The written answer an online program owes you before you enroll from New Mexico comes from 34 CFR 668.43, which makes a school advertising licensure preparation list the states where it does and does not qualify, and tell you before enrollment if your state is on the second list or unassessed.

Four details settle the rest. Does the coursework include 6 semester hours in teaching reading? Will you sit Praxis 5622, 5017 and 5205, or does the program count toward the portfolio route? For counseling, has the Public Education Department approved the program? Where can student teaching happen near home?

Which License Do New Mexico Principals and School Counselors Need?

A New Mexico principal needs a Level 2 or Level 3-A teaching license, a post-baccalaureate degree, an apprenticeship of at least 180 clock hours, 18 graduate semester hours in an approved administration program and the Praxis Educational Leadership exam. A school counselor needs a master's in school counseling, which if awarded outside New Mexico must come from a program the department approved, plus Praxis School Counselor (5422).

Licensed mental health counselors and holders of the National Board for Certified Counselors school counselor credential have other routes, though Praxis 5422 still applies. Programs in educational leadership and school counseling need to match one of these paths.
