Teacher licensure by home state

Oklahoma Teacher Licensure Guide for Online Master's Students

Oklahoma's Office of Teacher Certification issues a standard certificate through a traditional pathway for in-state programs and a reciprocity pathway for everyone else. This guide covers the exams, reciprocity, the master's degree exam exception, NC-SARA and what to ask a school.

Oklahoma has a rule that matters to master's students: a comparable graduate degree can earn an exception to the subject area exam in fields that do not require an advanced degree. Everything else about an online program based elsewhere runs through the reciprocity pathway, where the State Department of Education wants proof of an approved program.

This guide is for people who live in Oklahoma and plan to teach, counsel or lead in its schools. It covers pathways, exams, the exception, NC-SARA and what to ask a school. The department revises its pages, so confirm each step before you enroll.

Who Licenses Teachers in Oklahoma, and Which Exams Does It Use?

Oklahoma licenses teachers through Oklahoma State Department of Education, Office of Teacher Certification, and the exams it requires are the CEOE/OSAT, the Certification Examinations for Oklahoma Educators.

For the programs themselves, the online master's in education programs at universities in Oklahoma are ranked at the in-state price, and the national and specialty lists cover schools in other states.

How Do I Get an Oklahoma Teaching Certificate With an Online Master's?

An Oklahoma teaching certificate with an online master's depends on an approved preparation program plus the state's assessments, and the pathway depends on where the program sits. The traditional pathway serves people who finish an approved program in Oklahoma. Out-of-state reciprocity serves those who finish an approved program elsewhere or hold a certificate there. Alternative pathways serve bachelor's degree holders who finished no approved program.

The traditional route asks for a bachelor's degree or higher from an Oklahoma accredited institution. Approval comes first, and then our elementary education and secondary education lists sort the fully online options.

Which Exams Does Oklahoma Require for Teacher Certification?

Oklahoma requires two assessments for teacher certification, a subject area test and a professional education assessment, and its Office of Educational Quality and Accountability develops and administers them. The subject test is the OSAT or a Praxis subject area test. Since June 3, 2025 the professional assessment is the Assessment of Professional Knowledge, which the department lists as formerly the PPAT (2019 to 2025) and the OPTE (1999 to 2021).

Candidates for standard certification in early childhood, elementary or special education also pass Foundations of Reading. A stand-alone school counseling certificate needs no professional assessment. Registration runs through the Certification Examinations for Oklahoma Educators site.

Can I Transfer a Teaching Certificate to Oklahoma From Another State?

You can transfer a teaching certificate to Oklahoma from another state when it is a standard or professional certificate, the program requirements were completed and Oklahoma has a comparable certification area. Provisional, emergency and temporary certificates are refused. If an initial certificate lists missing in-state experience as its only deficiency, the department asks you to email a copy to learn whether it qualifies.

A completer holding no certificate has the college education department fill in the State Approved Program form and must pass every Oklahoma assessment. The 2020 comparison by the Education Commission of the States credited Oklahoma with full reciprocity and no added tests, which describes certificate holders, not unlicensed completers.

Can a Master's Degree Exempt Me From Oklahoma's Subject Area Exam?

A master's degree can exempt you from Oklahoma's subject area exam when the State Board of Education grants an exception, which requires a graduate degree substantially comparable to the content tested from an institution accredited by the U.S. Department of Education. The OEQA keeps a dashboard of degrees it has judged comparable, and you can submit an unlisted one.

The exception covers only areas that do not statutorily require an advanced degree. Principal, school counselor, reading specialist, math specialist, library media specialist, school psychologist, psychometrist and superintendent remain ineligible.

Does NC-SARA Membership Cover Teacher Certification for Oklahoma Online Master's Students?

NC-SARA membership does not cover teacher certification for Oklahoma online master's students, a limit that follows from SARA's own scope. The state was approved in June 2015, and NC-SARA says SARA does not address licensing board approval for teacher education. A participating school may enroll you from Oklahoma, but the State Department of Education decides what certificate your program earns. What SARA adds is a duty of notice about licensure fit in your state, not a guarantee of it.

What Should I Ask an Online Program Before Enrolling From Oklahoma?

The written answer an online program gives you before you enroll from Oklahoma is a federal requirement: 34 CFR 668.43 makes a school advertising licensure preparation list the states where it does and does not qualify, and warn you if yours is unassessed.

These Oklahoma points follow from the department's pages. Will its education department sign the State Approved Program form? Does the program include student teaching? Which OSAT or Praxis subject test and which Foundations of Reading preparation does it provide? For leadership, is the program Oklahoma approved?

Which Certificate Do Oklahoma Principals and School Counselors Need?

An Oklahoma principal needs a standard master's degree, an approved building-level leadership program, the Principal OSAT and two years of successful teaching in an Oklahoma public or private school accredited by the state board. The alternative route swaps that for two years of supervisory work and a declaration to finish a program within three years, on a three-year credential.

A school counselor cannot be added by testing alone: the department requires a full university program, a recommendation and the subject test. Oklahoma offers no shortcut here, so choose an educational leadership or school counseling program that includes the full university sequence.
